Minutes November 14, 2009 – Regular Meeting 4:00 pm San Diego Hyatt Regency, Mission Bay
Chair Jamie Buetler called the meeting to order at 4:00 p.m.
A quorum was established and the agenda approved
Minutes
The Minutes of the regular meeting of the Caucus held on July 18, 2009 CDP Executive Board Meeting in Burlingame were approved as submitted.
Chair’s Report
The Chair reported on the very successful Supervisor Roundtable that was held in August. She hopes to facilitate more of these. She also participated, with CDP Caucus chairs from the Women’s Caucus, the Progressive Caucus and the Latino Caucus in canvassing for Virginia Madueno, candidate for Mayor of Riverbank in Stanislaus County. Ms. Madueno won that race.
Treasurer’s Report
No oral Report. Current Treasurer, Ginger Pohlson sent a report. The treasurer reports that as of November 3, 2009 the BOH is $3421.51.
Treasurer Pohlson submitted her resignation. Member Margaret Joehneck, Nevada County DCC chair volunteered. M/S/A
Secretary Report
The Secretary will continue to send out minutes by email, and have them posted on the Rural Caucus’s Yahoo discussion group and the Rural Caucus website.
Ongoing Business
Proposed by-laws change: At the July Executive Board meeting, Chair Beutler proposed to expand the number of Regional Vice Chairs, in the hopes of facilitating communication within regions on issues and campaigns that can be co-ordinated.
The proposed change is to Article III, Section C as follows:
C. Regions of Responsibility for the 10 Vice Chairs shall be as follows:

Member Stampolis proposed the following additions to Article III
E. Between each CDP Executive Board and/or Convention, each Regional Vice Chair must convene at least one properly noticed teleconference or in person meeting of all Rural Caucus members, and County chairs, resident in the Counties represented by that Vice Chair. If a Vice Chair fails to perform this function, the non-performing Vice Chair’s position will fall vacant and be subject to nomination and election at the the Executive Board or Convention at which the non-performance is announced. Notice by E-mail will be acceptable.
F. The Chair shall announce at each Rural Caucus meeting which regions have held teleconference or in-person meetings, since the last Executive Board meeting or Convention, and which regions failed to do so.
Motion: Member Blackstone moved to adopt the changes. M/S/A

New Business
Larry Levine, slate card owner, Democratic Voter’s Choice gave a presentation on how to get local downticket Democratic candidates on the slate cards for the June & November elections. DCC Chairs need to contact Mr. Levine if they have a candidate in a non-partisan race who wants to appear on the slate. Two pieces of mail will go out. He will not put Republicans on the slate card if he has information that there is a Democrat who wants the spot. The slate offers various targeting combinations.
